(Officer U73 STEVEN ADKINS) I saw the def
traveling south on Market St when the def
made left turn from Market ST to W4 th st
failing to use his turn signal. Then the
def accelerated a high rate of speed down
W 4th st then failed to stop at the
intersection of W 4th st and Washington
going right of a vehicle that was stopped
at the intersection. Def then continued
at a high rate of speed on W 4 th st to
the intersection of W 4th st and
Broadway. I initiated a traffic stop on
the def at this intersection but the
vehicle continued south on Broadway
finally stopping on 2nd st at Mason
Color. I approached the def vehicle and
when asked for his drivers license he
opened the drivers door and I saw an open
can of Busch Beer under the def feet. The
def had strong odor of alcohol on is
breath and slurred speech. The def Jason
Kane was found to be under suspension in
the State of Ohio. I then had the def
exited the vehicle to perform some field
sobriety test. I had the def do perform
the one leg stand. The def put his foot
down once and skip a number while
counting to one thousand thirty. Then I
had the def perform the walk and turn the
def failed to follow direction for the
test only taking three steps before he
made his turn to walk the other way. All
test where explained and performed before
the def took each test. While
transporting the def to ELPD for a
breathe test he admitted to drinking a
couple of beers and know that it was wrong
the way he was driving. The def Breath
test was .162. 

He was charged with failing to stop at a
stop sign, OVI, Driving under suspension
in the State of Ohio.

Mr. White is the renter until 3-31-2010
at midnight and as such was advised Mr.
Frank Bosco  was in his apartment
yesterday 2-29-2010 without his consent.
He was observed by the next door neighbor
and her daughter to be in the apartment.
Mr. White talked to Mr. Frank Bosco on
the phone last night to see if he wanted
to buy the stove that Mr. White bought
from Affordable Appliance recently. Mr.
Bosco appeared upset over the phone and
advised me he did not want it. Mr. White
went back to the apt at 11am 3-30-2010 to
get the stove and the stove along with a
carpet cleaner had been removed by
persons unknown.

Police spoke to Ms. Gulu. She states
Ingram is upset over an allegedly stolen
cell phone. She did not actually see who
damaged the vehicle. A knife blade
(handle broke off) was recovered
embedded in one ofthe slashed tire.
At 8:12pm Ms. Gulu called with additional
damage done since the first call (smashed
windows).

"REPORTING SAW 2 MALES ONE WEARING A
BLACK HOODIE, AND GREY HOODIE, BROKE INTO
THE NEIGHBORS CAR TOOK OFF TO THE EXIT
PARKING LOT"

While searching the area of S. Surry Road
for two male subjects alledgedly breaking
into cars, Ptl Hedrick observed a white
car on the wrong side of the roadway and
as I approached the vehicle began to
leave then a white male fitting the
description of one of the suspects came
from a parked vehicle in the driveway of
162 5. Surry, as I passed I thought I
recognized the subject as one I caught
approximatley a year ago breaking into
vehicles he was wearing a dark coat with
a grey hoodie, I turned my cruiser around
and started to pull up to him and the
white vehicle took off at a high rate of
speed and the male walking then began
running between houses, I radioed out the
info and began chasing the male on foot,
following his foot prints which led to a
parked mini van at the rear of 169 5.
Surry. I opened the door ofthe van and the
male identified as McKinnon was hiding
inside, he was removed from the vehicle
at tazer point and placed on the ground
and into custody. I asked him why he was
running and he stated that he wasn’t
running, but he knew we were looking for
him. He had a large amount of loose
change in his coat pocket along with
small jewerly in a baggy. I told him I
had him for breaking and entering into
vehicles and he stated he didn’t break
into it, he was hiding in it. I asked him
no other questions at this point. After
checking the area with other officers
finding the multiple victims of auto
intrusion (visible foot prints in the
snow showed the subject walking
to one vehicle after another.) The home
where he was observed leaving at my
arrival, vehicle was entered and
ramsacked. Officers located the a victim
at 157 N. Surry road who had a Sirius
sattelite radio removed matching the
description of the one found in the
vehicle stopped by Officer Smith and
Capt. Lane. (On the rear seat of the
suspect vehicle a Sirius Radio with a
bunch of wires hanging from it, along
with wires alledgedly taken from the
vehicle behind building 300) Officer
Smith spoke with the original caller who
stated she watched as a male exited a
vehicle and got into a parked vehicle in
the rear of building 300 they then left
towards the front ofthe building this is
when she called the police. Once on
station both subjects were mirandized and
asked if they wanted to give statements
as to their actions, both agreed and did
so. Both subjects were charged with
Receiving Stolen Property, Mr. Smith also
had an active warrant, Mr. McKinnon was
charged with obstructing for running and
also for criminal trespass for entering a
vehicle not belonging to him without the
permission of the owner and hiding
inside. The radio was photographed by
Capt. Lane and returned to the owner who
positivley identified it, the items
inside McKinnon’s coat was taken into
evidence.

Upon arrival it was observed that Tn County Ambulance was already on the scene and called ELPD to respond. I spoke to Brandy from the Coroner’s office, who advised me that Dr Marcella Purtell (Mr. Hodges MD), would be signing the death certificates, so there was no coroners case. The death was not of other than natural circumstances due to a known heart
condition. There was no obvious signs to believe that the death was anything other than natural causes. He had complained the night before of indigestion and slight chest pain and threw up,
but nothing else.

THAT HE WAS REALLY TERENCE HARPER AND HE
WAS WANTED ON A FELONY DRUG TRAFFICKING
WARRANT OUT OF NEW PHILADELPHIA. MICHAEL
HARPER IS ACTUALLY TERENCES BROTHER. HE
WAS FOUND GUILTY BUT DID NOT REPORT FOR
SENTENCING THERE IN 2009. HE WAS ARRESTED
FOR OBSTRUCTING OFFICIAL BUSINESS HERE
THEN TRANSPORTED TO COUNTY JAIL TO BE
SERVED BY TUSCARAWAS COUNTY.

THAT HE WAS NOT PERMITTED ON THE CMHA
PROPERTY. A DOMESTIC PACKET WAS COMPLETED
FOR REVIEW BY THE LAW DIRECTORS OFFICE.

We arrived at the scene to find the Jeep
in the snow embankment, the driver side
door open, key in the ignition and no
driver at the scene. Ptl. Krawiec checked
the area for the driver, with no contact,
and I stayed at the scene waiting for the
wrecker. As I was waiting a male driver
came and said that the driver of the
vehicle, the crashed one, was walking
south on St Clair Ave near Jennings Ave.
and was wearing a brown work coat. I
cleared the scene and observed a
white male walking on Jennings Ave with a
brown coat on. I approached the male,
later identified as the James
Baskerville, and smelled a very strong
odor of an alcoholic beverage about his
person, his speech was slurred and his
eyes were glassy. I asked him about the
accident and he said that had no idea
about it. I advised him that I had a
witness saying that he was the driver of
the vehicle and we needed to go back to
the scene. Mr. Baskerville said that
he understood and got in the rear of my
patrol vehicle. Once we arrived back at
the scene Mr. Baskerville’s girlfriend,
Holly Linville owner of the vehicle, was
there and was taking with the AAA driver.
I asked her what had happened and she
said that she didn’t want to get in
trouble.

She said that she was at work, Mr.
Baskerville came there, they got in an
argument and assumed that he took her
vehicle and wrecked it. I then went back
to speak with Mr. Baskerville and as soon
as I got into the vehicle he said that he
didn’t want her in trouble for his
actions. He said that he as driving the
vehicle without her permission and
wrecked it. He said that he started to
drink at 0700 hours, on this date and
just had to much to drink. It was also
learned that Mr. Baskerville had no
driver license do to a couple different
suspensions. I took him to office to do
the paperwork. 

Once on station I told him that I was
going to conduct a few field tests on him
for him being under the influence. I
started with the HGN and received 5
points when he stopped and said why are
we doing these tests you and I both know
I am drunk so lets get it over with. I
asked him if he was refusing the tests
and he said that he was. I then read,
showed and explained the consequences of
the 2255 form. Once I entered the
information into the data master, asked
him if he wanted to take the test, he
said no and refused the test. 

He was cited with failure to control a
motor vehicle, OVI and driving under
suspension. He was released to
appear in Municipal Court for Feb 22,
2010, at 0900 hours.

JUNCTION) PARKED ON E 5TH STNEAR A
SUSPECTED DRUG LOCATION (608 E. 5TH ST).
RAWSON ADVISED THAT HE WAS THERE WAITING
ON A FEMALE WHO ENTERED 608 E. 5TH ST.
HE ADVISED HE ONLY KNEW THE FEMALE
AS “FRANKIE” AND DID NOT KNOW WHY
SHE WAS THERE. OFFICERS WENT TO THE APT
AND SPOKE TO LUELLA THORNE, RENTER AT 608
E. 5TH. THORNEADVISED THAT A FEMALE WAS
THERE IN THE APT. OFFICERS SPOKE TO A
FEMALE WHO INITIALLY IDENTIFIED HERSELF
AS AMBER SALSBERRY 7/8/80. SHE ADVISED
THAT SHE HAD NO IDENTIFICATION. THIS
TURNED OUT TO BE FALSE INFORMATION. AFTER
SEVERAL MINUTES IT WAS DISCOVERED
THAT SALSBERRY WAS ACTUALLY CHRISTY
HARPOLD. HARPOLD TOLD OFFICERS THAT SHE
LIED BECAUSE SHE THOUGHT THAT SHE HAD A
WARRANT. SHE DID NOT HAVE A WARRANT BUT
WAS ARRESTED FOR OBSTRUCTING OFFICIAL
BUSINESS. OFFICERS ADVISED THORNE OF OUR
SUSPICIONS AND SHE LET US LOOK THROUGH
THE APT. IN THE UNFINISHED, UNLIT,
BASEMENT U-73 DISCOVERED MICHAEL
HARPER OF AKRON HIDING UNDER THE STAIRS.
HARPER ADVISED THAT HE WAS THERE BECAUSE
HE WAS “SCARED OF THE POLICE.” WHEN ASKED
WHY HE WAS IN EAST LIVERPOOL, HE ADVISED
THAT HE WAS FROM HERE THEN CHANGED HIS
STORY TO BEING FROM MARYLAND. TREMAYNE
DAVIS WAS ALSO IN THE APT. INSIDE LUELLA
THORNES APT WAS OTHER EVIDENCE OF DRUG
ACTIVITY. AFTER INTERVIEWING SUBJECTS AND
CHECKING FOR WARRANTS, THORNE DECIDED
THAT ALL SHOULD LEAVE HER APT. THORNE WAS
ADVISED THAT HER LANDLORD AARON STEVENS
WOULD BE MADE AWARE OF OUR FINDINGS.
RAWSON AND DAMERON ADVISED THAT THEY HAD
MET HARPOLD IN A CLUB IN WEIRTON WHERE
SHE ASKED THEM FOR A RIDE HERE. RAWSON
AND DAMERON WERE ADVISED TO LEAVE AND
NOT BE IN THE AREA WITHOUT A BONA FIDE
REASON TO BE THERE. AN INVESTIGATION IS
PENDING.

which required the presents of all
three E.L.P.D. That was on duty. So Cpt.
Clark requested Liverpool twp check the
call. Twp 16 checked the home and found

Upon this officer’s arrival found a black
Dodge pick-up with Conn plates 60CY34. A
Michael Simpson sitting in driver’s seat.
A Jonathan Cornell and Melissa Nichols
Macek were also present in the vehicle.
Simpson claimed the vehicle was leaking
transmission fluid. Warrant checks were
made on all subjects. Subjects were then
advised to leave area.

NIGHT. HE WAS ARRESTED AND BROUGHT ON

Mrs. Fickes and although it appears each
was pushing and slapping at each other
there was no apparent aggressor. Mrs.
Fickes was unhappy with the police
because we could not remove Mr. Fickes
(it has been explained to her numerous
times that we can not remove people from
homes when both parties are married).
Neither party wanted to teave, both were
advised they could file charges against

This unit found the subject at the bottom
of lisbon st. both had papers showing
they were working for a company called
JUST ENERGY. The company is contracted
out of columbia gas and both were headed
to dairy queen to meet their ride. This
unit transported the subjects to dairy
queen and when dairy queen was found to
be closed they were transported to
wellsviIle mcdonalds to wait instead.

in 400 section I did come in contact with
Ryan Oliver. This officer knowing that
Oliver did have an outstanding warrant
for his arrest took Oliver into custody
with out incident. Oliver was ask if he
had anything illegal on him that he
needed to tell me about and not take into
the county jail, Oliver replied yes , and
took a small amount of marijuana out of
his right pants pocket. Oliver was
transported to E.L.P.D. processed then
taken to the county jail. Oliver was
issued a trespass notice also.

NO ONE INSIDE THE HOUSE. E.L.P.D. U-39
HAD EARLIER IN THE DAY FOUND THE
PROPERTY HEAVILY VANDALIZED. THE
JUVENILES WERE BROUGHT TO ELPD BY U-57
& 77 AND RELEASED TO PARENTS. DISPATCHER
DESHLER OBTAINED THE NAME OF THE PROPERTY
OWNER AND SHE WAS NOTIFIED. ON THURSDAY,
1/28, I TALKED TO THE OWNER BY PS AND
ADVISED HE THE NATURE OF THE HIGH AMOUNT
OF DAMAGE THAT I ESTIMATED TO APPROACH AT
LEAST $50,000 AND SHE STATED SHE WOULD
MAKE ARRAIGNMENTS TO HAVE THE PROPERTY

Officer Kevin Hughes of Liverpool Twp.
Police department had pulled onto crash
scene and observed Scott Haney driving
vehicle past Hughes’ patrol unit. Hughes,
after my arrival, checked Haney’s status
and found Haney to be under suspension.
It then was learned that Grimm had a
protection order against Haney. Haney was
then placed into custody and brought
to police station. Haney is charged with
DUS and Violating a Protection order.

reference to her daughter running away.
She said last evening her and her
daughter had an argument over her
daughter not wanting to live with her
because of her rules. She said that she
went to her room locked and turned the TV
on. She said that this morning she went
tot the room to find it still locked and
her boyfriend had to jimmy the lock to
unlock it. She said once inside the room
she found that the window was wide open
and apparently her daughter jumped off
the porch roof and left the house. Ms.
Powell said that her daughter was
probably wearing bright pink tennis shoes
and lime green shoelaces. She also said
she probably had her black zip up jacket
with silver writing on the rear of it.
Ms. Powell said that her daughter is on
insulin and she does not have her meds
with her because they were still on the
kitchen table. We were advised by Ms.
Powell that she went to Wellsville and
got her daughter and was transporting her
to the Tobin Center.

station in reference to someone using her
ID for obtaining services with Columbiana
Gas Co.. She said from March 20, 2009,
through May 21,2009, there was services
used at 801 1/2 St. Clair Ave. and billed
to Ms. Abbott. She said that she has
received bills from $244.73 up to
$1500.00 for 801 1/2 St Clair Ave.. Ms.
Abbott said that she was juvenile when
this charges were made in her name.

daughters saw a man on her mom and dad’s

said that her son went into the house to
find that the back door window had been
busted out. She said that her son tried
to find the male that was headed up
Fawcett Street but had no luck. As I was
taking the report they gave me
information that the person involved
maybe over at lower Oak St. I went to
lower Oak St, 625 apartment B, to find a
male matching the description. The male,
later identified as Elijah Rutter, was
found to be the person at 163 Fawcett
St.. Mr. Elijah was charged with
burglary, ORC 2911 .12A2, and transported
to the county jail.

dispatch run Nentwick. Dispatch advise
there was no warrant for Nentwick but he
was under suspension. Nentwick was cited
with dus and required lights. The truck
was towed by AAA. Nentwick was permitted

Officer arrived at the Woodland Hills and
was meet by employee of the property.
Officer was told by her that a few kids
jumped another kid and was beating him up
in front ofthe office. She said that the
parents then came up to the office
yelling at each other and they were all
told to go into the office and want on
the police. Officer went inside and spoke
with Mr. Shramko, the kid that got
jumped, first. He said that the other
boys jumped him for no reason. Officer
spoke with the other boys, Dallas and
Shayn Stewart and Richard Green, who was
sitting across the room. They said that
the fight started because Mr. Shramko was
calling their moms names and he wouldn’t
stop. Shayn Stewart also said that Mr.
Shramko tried make him smoke a cigarette
is why the fight started. All parties
involved were advised not to have contact
with each other and stop the name
calling. The parents Ms. Stewart, Ms.
Cummings and Ms. Richards were told to
control their children since they are
responsible for them.

arrived and spoke with Ms. Barnhart. She
said that a Mr. Graham was at her
residence the night before having
something to drink. She said that he was
not invited into her residence but
was in there anyway. She said that she
believes that he was missing with the
screen located on her bedroom window. As
I was clearing the call I was advised
that a Mr. Weyand wanted to speak with me
in reference to the incident. Mr. Weyand
said that he was at the house the night
before and Mr. Graham was there at the
house with him. He said that Mr. Graham
walked out the house and was out there
for awhile. He said that he went out and
checked to see what he was doing after he
came back in and noticed that there was
fresh footprints around the window.

There was no damage to the window or the screen.

PASSENGER SEAT. WHEN THE PASSENGER ROBERT
KANE FOUND OUT THAT HE WAS GOING TO BE
CHARGED WITH THE OPEN CONTAINER HE BECAME
BELLIGERENT AND UNCOOPERATIVE STATING
THAT THE POLICE WERE CROOKED. HE WAS
WARNED NUMEROUS TIMES TO QUIET DOWN BUT

Officers arrived at the scene to find
workers on top of a tanker truck
attending to a white male, later
identified as Tony G. Portis. They
advised that the male was not responding
and needed medical treatment. At that
point Tri-County Ambulance arrived on the
scene and provided medical treatment. Mr.
Portis was transported to East Liverpool
City Hospital where he was later
pronounced dead.

driving north to south on Dresden Ave.
and made a left onto Smith Street. Mr.
Mercer said that he was dropping
materials on the roadways as he was
working for the Street Department at the
time. Mr. Mercer said that while he was
spreading the materials it struck the
driver side window of the 2005 Chevy
Cobalt that is owned by Mr. Hemer. Mr.
Hemer asked how he was going to get his
window replaced and I advised him to see
the Safety Service Director.

because it was his buddy’s car. He said

was a juvenile female who was operating
the vehicle but left prior to our arrival
leaving the vehicle parked with the keys
in it. The CCSO advised to release the

Arrived on scene the female stated that
they were fighting in the basement. On
arrival I seperated Robbie Reckner from
his father and brother. I checked
warrants on Robbie Reckner and there was
a warrant out of county. Reckner was
arrested and taken to ELPD. Terrence
Reckner and Shane Reckner stated that
they were assaulted by Robbie Recknerin a
family dispute. All were advised about
filing charges.

FEMALE WALKED ON STATION REQUESTED PTL.
McELREATH and WASADVISED HE AND UNIT 49
WERE GOING TO THE LOCATION TO RETRIEVE A
DELL COMPUTER. Unit 49 arrived to see Mr.
David C Moors come out of his apt at
which time Cpt Clark was advised he did
not know where Ms Jordans computer was.
In fact Mr. Moore stated his girlfriend
was out of town and the Apt was trashed
and he was cleaning it up and could not
look for the computer. Cpt Clark advised Mr. Moore that the ladywas advised to
file small claims paperwork on Monday and
he cleared. He told Cpt Clark that he
thought his girlfriend lesha Abbott had
returned the Computer. I arrived approx 5
minutes after Cpt Cleared and again was
greated by Mr. Moore. He too advised me
he was not sure where the computer was. I
then advised Mr. Moore that we needed his
ionfo for a report. He started giving me
the info and then was advised to wait a
minute. He then shutthe door and went
back into his apt and returned a couple
seconds later with the silver Dell laptop
that was supposedly returned last week to
Ms Jordans son. I returned the laptop to
Ms Jordan and they departed the area.

Mr Dalton Fitch called this morning
stating he wanted his ex-girlfriend
arrested for throwing ketchup on his auto
and scratching it. I advised him he could
file vandalism charges against the
person that did so. I found out later his
girlfriend is a juvenile and he would
have to file Charges in Lisbon.
We received a call from her residence 30-
40 minutes later advising Mr. Fitch was
at the girlfriends home attempting to
high jack their family dog due to his ex
girlfriend not wanting to be with him.
But he did leave prior to our arrival.
The family was advised where and how to
file charges against Mr. Fitch and get a
restraining order to keep him away.

WOOLEY ADVISED THAT HER BROTHER ROSS HAD
BEEN TO HER APT AND STOLEN HER BOYFRIEND
KNOWLES WALLET WHILE HE WAS THERE. WOOLEY
ADVISED THAT HER OWN MOTHER HEARD ROSS
ADMIT THAT HE HAD TAKEN THE WALLET AND HE
WOULD NOT RETURN IT UNTIL ROSS GOT HIS
CLOTHES BACK FROM WOOLEY. I SPOKE WITH
THE MOTHER OF ROSS AND ADVISED HER TO
TELL ROSS TO RETURN THE WALLET AND HIS
SISTER WOULD RETURN HIS CLOTHES BEFORE
THIS IS TAKEN TO THE LAW DIRECTOR FOR
CHARGES. THE MOTHER ADVISED THAT SHE WOULD
TAKE CARE OF IT.

THIS OFFICER THAT HE WANTED TO SHOW ME
SOMETHING. THIS UNIT ASKED IF IT WAS AN

THE SUBJECT HAD INVADED THIS OFFICERS
FACE IN AN AGGRESSIVE MANNER AND AT THIS

WHILE ON PATROL, OBSERVED ZANE CARTER
DRIVING A GREEN LUMINA WITH AN OHIO LIC
PLATE THAT EXPIRED 8/09. THERE WERE TWO
OCCUPANTS IN THE VEHICLE, ONE IN THE
FRONT AND ONE IN THE REAR ON THE SAME
SIDE OF THE VEHICLE. I APPROACHED THE
PASSENGER SIDE OF THE VEHICLE AND
OBSERVED REAR PASSENGER THORNTON
ATTEMPTING TO STUFF A CELLOPHANE BAGGY
INTO HIS BOOT. AFTER REMOVING THORNTON,
THE BAGGY CONTAINING MARIJUANA WAS FOUND
BETWEEN THE SEAT AND THE DOOR. THE
VEHICLE SMELLED STRONGLY OF MARIJUANA.
BOTH OCCUPANTS ADVISED THAT THERE WAS NO
MORE MARIJUANA IN THE VEHICLE. SHREDDED
FRAGMENTS OF CIGAR WERE OBSERVED ON THE
FRONT SEAT. IN A MATCHBOX IN THE DRIVERS
DOOR HANDLE WERE DISCOVERED VICODEN
AND KLONOPIN IN PILLS AND PILL FRAGMENTS.
THORNTON WAS CITED WITH POSSESSION OF
MARIJUANA AND CARTER WAS CITED WITH
EXPIRED PLATES. POSSESSION OF SCHEDULE 3
AND 4 PILLS WILL POSSIBLY BE PRESENTED TO
GRAND JURY AFTER TESTING AT A LATER DATE.
